Bio
Barbara Marchiori de Assis is a Cyber Security Project Officer at the Organization of American States. Her work at the OAS is twofold. First, she supports the OAS in the formulation and implementation of cyber security policies, such as the development of National Cyber Security Strategies, research and preparation of cyber security documentation, and cyber security awareness policies. Second, she assists the Cyber Security Program in the planning of a variety of projects, such as the organization of technical training and workshops in the region, preparation of technical reports (e.g., critical infrastructure protection, international security and diplomacy in cyberspace) and the promotion of partnerships between the OAS and key actors. Contact with strategic areas of Law and Public Policy comprises her professional experience. She previously worked at a prestigious Brazilian Law Firm, where she engaged in regulatory and public law issues from different infrastructure sectors, particularly telecommunications. She worked on issues related to net neutrality, broadband quality, quality and universal access of telecommunications and information services, and telecom infrastructure sharing. She also provided antitrust assistance to private companies before the Brazilian Council for Economic Defense (CADE). She also worked at the Inter-American Development Bank (IDB), where she contributed to technical reports related to E-Government, Infrastructure projects, Social Services and Private Sector Development. Barbara was awarded the 2012 Prize organized by Fundação Getulio Vargas Law School for her paper on the Brazilian Civil Rights Framework for the Internet and the 2009 Prize of the Secretariat for Economic Monitoring (SEAE) of the Brazilian Ministry of Finance for her paper on economic regulation.
Barbara earned her Masters of Public Administration with concentration in Science, Technology and Infrastructure Policy from Cornell University (2014), her Bachelor of Laws from the University of Sao Paulo (2009) and her Bachelor of Public Administration from the Fundação Getulio Vargas (2009) in Sao Paulo, Brazil. She speaks English, Spanish and Portuguese.
